You can use BGP (Border Gateway Protocol)

Not really sure how it works.. but I think it does what you want.

Does linux have any packages that will automatically
monitor multiple gateways and pick the one that has
the most bandwidth available?

The reason I ask is most likely obvious, I have 2
internet connections, and I would like to be able to
have the router automatically choose the best route,
in the even one of the connections is down or
getting slammed with other traffic.

Any ideas?  Thanks!!!
