At your LILO prompt, add "mem=98M" after "linux".
(linux/Documentation/memory.txt)

LILO: linux mem=98M

You can add this to your LILO configs.  I believe the command
is "append"  (this is from my memory! Read your own docs!)

   image = /vmlinuz
     root = /dev/hda2
     label = linux
     append = mem=98M
     read-only
