having individual tools can be a good thing.  when each tool requires
a different syntax, different assumptions, different quoting rules,
different key bindings, different file formats, different display
requirements/configuration ... it gets annoying.

this is the same thing that lead to perl acquiring more and more
features, and most perl authors using fewer and fewer calls to
external programs.  the fact that the resulting scripts are typically
more portable is a useful side-effect of this.  (the extra context you
need to carry around, to accomodate all these features, is a bit of a
pain however.)

if you mean "forward" in the traditional sense, vm has that.  it also
has a bounce command that is intended to deal with mail that's been
bounced to you (e.g., you made a typo in the username, and you want to
resend the same e-mail to the correct address).

for that matter, you can edit the headers at any time before you send
the e-mail, so it's easy to change headers to suit.
