The Red Hat installer will allow you to set up the partitions as type
RAID, and will do the appropriate magic to set up LILO on both drives.
IIRC, there is an issue with GRUB not doing the right thing when setting
up software RAID-1 for /boot, but I've had no problems with using LILO
for it.

Note that once you replace a failed drive, you will need to re-run lilo
to re-install the boot blocks on both devices, otherwise your second
failed hard drive could leave you with an unbootable system (due to
never having a boot block on the drive).

If you used the installer to set up the RAID devices (I'm not clear on
that from the description), your problem is most likely that you need to
set up a partition table on the "blank" replacement drive.
