[NCLUG] Daylight Saving Time, and free unices

Someone on another mailing list to which I'm subscribed brought up the
subject of the new DST schedule enacted by our enlightened
congresscritters on Capitol Hill.  He basically just forwarded a mailing
he'd received from a college in his area.

This year, rather than the first of April as you might have expected,
DST in North America starts on 11 March.  Some OSes are handling this
well, with automatic patches available through their respective software
management systems.  Others, not so well.

I was asked by an editor with whom I've been working to write an article
for online publication about assessing the situation on your own
computer (assuming you use a Linux-based OS, or similar) and fixing it
if needed.  After the subject came up on the other mailing list, it
occurred to me that it might be of interest here as well.
