[NCLUG] cannot ping ubuntu 12.04 when logged off

Sounds like you are using NetworkManager.  The default for NM is that
it is only connected to the network when you are logged in.

Coincidentally this question was just asked on the debian-user mailing
list.  Your Ubuntu should be similar.  Here is the answer that was
