One thing to remember is that authorized_keys works with SSH version 1
protocol.  The newer OpenSSHs ship with the config file defaulting to
using version 2 protocol.  Check /etc/ssh/ssh_config and change the
"Version 2,1" to "Version 1,2" if it's there.

That torqued me off for a while...  Wait, maybe that just influences
the SSH agent.  May be worth trying, anyway.
