dirname `find / -name skip_dir` > exclude_dir_list

hmm but how does the file skip_dir get created???  If nothing is
changing then you could use time flags on find or on the backup utility
to automatically skip them.  If you are doing a disk to disk copy, rsync
handles this nicely.
