I'm still rather partial to Network Solutions, despite everything.  Their 
e-mail form-based system is primitive, but makes scripted DNS changes much 
easier.  They never answer the phone, rarely answer E-mail, but if you 
never need this, they are a reasonable choice.  The price is reasonable, 
too -- plus, they will happily sell you /just/ the domain name.  They don't 
try to sucker you into some strange system where you may or may not control 
your domain settings.

Also, our home town heroes at Tummy.com are apparently licensed 
registrars... I have no experience with them, though.
