NFS isn't as bad now as it's reputation claims, even using TCP.
NFS has always been a good performer, when used on good hardward and
on a network that was properly configured. Use on "bad" hardware, or a
badly configured network, and it has always been easy to "notice"
something was wrong - besides NFS.
Even in the "bad" days, much of NFS's reputation was wrongly gained in
PC land by poor NIC's unable to handle 8KByte receive packets without
an overrun. In those days many people mistakenly used Programmed I/O
(PIO) dual port buffer NICs that were NE2000 or 3Com cards and clones.
Even today a lot of this PIO cards exist, even though list following
DMA cards based on the DEC tulip chipset are just as cheap.
