Apparently, you don't realize that S.1618 section 301 did not pass.
However, another statute which *DID* pass was Colorado House Bill
1309.  That bill revises Title 6 to include article 2.5.

You seem to be in violation of 6-2.5-103.4 and 6-2.5-103.5.  According to
6-2.5-104.b, an e-mail service provider is able to claim a $10 judgement
per recipient for handling of the e-mail.

We are the e-mail service provider for a local mailing list that you sent
your message to.  That list includes 170 users.  That would entitle us to a
judgement of $1700, plus whatever the individual recipients (who may also
claim a $10 judgement).

Please contact me if you'd like to arrange for your payment to settle this
issue, or to make other arrangements.
