There is a GPL'd graphical frontend to PuTTY's scp for windows at:
http://www.i-tree.org/ixplorer.htm

Note that OpenSSH 2.5 supports SFTP (if you can find a free SFTP client 
for windows).  

OpenSSH is made by the same people who make OpenBSD, who have a history of 
writing software with few exploits -- you might consider an SSH-only 
solution.

For anonymous (and non-encrypted) ftp, you might try publicfile at:
http://cr.yp.to/publicfile.html

Publicfile is anonymous-only, and is /seriously/ lacking in features, but 
it is written by Daniel J. Bernstein, who has a history of writing 
software with few (if any) exploits.
