I think your argument completely lacks any basis in fact.
7 years ago there were hundreds of thousands of machines running Win3.1 in the places
I worked. Today I'm only aware of a few VERY legacy applications running Win3.1.
Ditto for Win95 5 years ago. Today there still are thousands of Win95 systems running,
down from the millions just a few years ago. By late next year it will be a substantially
smaller user base.
People upgrade hardware for reliability and performance, not to correct flawed software
which will almost certainly fail on the upgraded hardware too.
