The latter.

No. Since CWX pays for all bandwidth to that machine we can't afford to open 
it up to everyone. However it might be in frii's interest to make some sort of 
arrangement(either another mirror or allow frii customers to pull from cwx for 
free) if they knew they had a lot of users that would otherwise pull the bits 
via their outbound links.
