As Willy described it, other processes would wait.  So, if 100 commit
messages get sent, there will (try) to be 99 processes waiting for 3
minutes, and one process will have to wait at least 5 hours to complete.

Qmail has a "local concurrency" which defaults to 10, so for nearly 5 hours
little if any other local mail will get through.
