The obvious suggestion is Gallery: http://gallery.sourceforge.net/

The caveat there is the software developers don't have much of a clue; they
require you to run PHP in Unsafe Mode (or rather, disable PHP's "Safe
Mode") because they can't figure out how to properly do what they want to
do.

Their FAQ even answers the "My ISP runs PHP in Safe Mode; what do I
do"-question with "Get another ISP."

*BUT*, their program is pretty nifty... I hope they can fix their Safe Mode
requirements, but I have a feeling that's not even on their radar.
