Are you referring to:

/etc/sysconfig/networking/devices (and .../profiles)
/etc/sysconfig/network-scripts

Note that these locations haven't "changed" but both exist together at
the same time (by my experience, at least on FC2 and more recent, and
CentOS 4.3 and more recent.)

- From what I recall, roughly:

profiles contains a sub-directory for each profile you create. Possibly
useful for home/work/coffee-shop etc. That said, if you have never
explicitly created a profile, you may not have any content inside
profiles...

When you tell Fedora to change profile, the relevant content from the
profile are linked into devices and network-scripts.

The ifup etc. scripts themselves I believe only use the network-scripts
directory.

I don't know quite what use the devices directory is, but typically the
files are all hard-linked into network-scripts, so not really a big deal...
