Exactly, but should be FULL open source breadth like sf.net rather than
just Linux specific. The business model is almost right on, there needs to
be a relatively small administrative fee for cross licensing patents for
companies that want to ship open source products, to pay for the staff
necessary to develop patents in partnership with developers.

Large corps like IBM might not want to give rights to every patent they
hold, so some reasonable negotiation is necessary, and an entity to do it.
