When I talked with LaMont this afternoon he suggested this was completely
a non-issue for a number of reasons. He said that in the past IP renumbers
have resulted in the old server IP continuing for some time in most cases.
he said that it happens so infrequently, that running with one down, isn't
even visible given the explict redundance designed into the system.

Manually editing config files today, does however create additional work down
stream .... either due to package upgrade, or distro upgrade, that is unnecessary,
and a chance to introduce errors. The process is already pretty much failsafe,
until a large number of humans start dinking with it.

In other words, if it ain't broke, don't fix it. It's not broke with one IP
getting renumbered ... and the next package upgrade, or distro upgrade will
fix it before it is broke.
