I have no idea about Debian specifically, but I think this requirement 
is a driving force behind the following distros at least:

* Ubuntu "Long Term Support" versions (i.e. just some of their 
releases), which is Debian based.

* Redhat Enterprise Linux (and the free CentOS derivative)

Of course, hand in hand with this is that those distros (well, 
RHEL/CentOS at least I know) are pretty frozen once defined and 
basically only get security updates after initial release.
