Where did you get that idea?

Would you say it's better to transfer at 95% capacity with 0% 
packet loss, or at 100% capacity with 5% packet loss?  Which do 
you think produces smoother SIP calls?

BTW, have you actually had any call quality issues, or is this 
all theoretical?
