Tahoe-LAFS could be used for that.  http://allmydata.org

(I presented Tahoe-LAFS at the June meeting of NCLUG.)

It might be overkill for your needs -- by default it stores the files  
spread out over multiple disks in a RAID-like format -- but on the  
other hand it might work just fine as is.
