I had not heard this particular thing, but it doesn't surprise me.
A famous story about Microsoft in its earliest days is that a Microsoft
programmer
on the OS/2 team (with IBMers) reduced like a few thousand lines of code to
a hundred or
so (and it ran faster as well). The IBMers accused the Microsoft programmer
of doing "negative" work,
because the overall line count went down. Alas Microsoft went on to be like
IBM, especially in the late 90s through the 00s.
They are significantly better now. And you'll find large numbers of
"skunkworks" projects not only being done,
but sometimes flat out mainstreamed.
