ITP: powershell for Debian

Hi Brian and NCLUG,

I saw this and thought I would make mention of it and to you
specifically since you have given talks to NCLUG about PowerShell a
couple of different times.  This would make it easier and more
accessible to a larger audience.

Of course it is just an ITP and those are just foot-in-the-door
things.  And I see someone noticed that there is a previous RFP that
had not gone anywhere as of 2018.

An ITP is a stronger statement of intent than an RFP which is
requesting that someone else package it though.
