new group added: nclug-discuss

Hi NCLUGers,

After discussion and feedback from the users, we have added a new group,
nclug-discuss, for discussions that are not related to people asking for and
giving help, and announcements.  Hopefully, this will free people to ask 
questions and get help in nclug, and argue in nclug-discuss, without fear of
treading on each other.

So, I would like to ask everyone to please move political or legal discussions 
or arguments to nclug-discuss.
