Also, FWIW, FRII will happily to pro-rated monthly pricing.   I have a
dial-up account at FRII that I used for a couple months last year, then 
suspended.  Since then, I've had to turn it off and on a couple of times
(while waiting for reconnection from moving & the recent outages) and they've
always been happy to just reconnect me for a few days, charge me for exactly
the amount of time I needed the dial-up, then re-suspend my account.   Makes
for a really nice backup plan. :)
