ppp has had the ability to do this natively for quite a while now. Before it 
did you had to use a separate diald program. The ppp documentation or one of 
the howtos has the info you're looking for.

Once you get it setup the only tricky part is tracking down all the silly 
little things that send out stuff that you don't really want the modem to fire 
up for. I hope you're using a dedicated phone line for this. Once you have it 
setup its hard to remember that by firing up a network app you're taking over 
the phone line :)
