[NCLUG] mailing list with no webserver?

I have AT&T @Home cable modem service, and I'd like to stay within the
AUP (Acceptable Usage Policy).  Therefore, I can't have a web or ftp
server.  I'd like to start a mailing list, but mailman apparently
requires a web server.  Is this true?  If so, are there any other
mailing list packages that will let me use one of my seven email id's
that come with @Home as a mailing list id, and that will let me do all
of the administration without using a web server?
