Ian,

Your best bet is to use FIPS. See:

http://www.igd.fhg.de/~aschaefe/fips/

Be sure to read over the documentation (e.g. defrag the drive before
running FIPS).

I've had very good luck with it; I've had very bad luck with WindowsME
and Partition Magic. Besides, the former is free while the latter cost
about $60.
