That's because HP-UX has to go through Washington-D.C.-like amounts of
internal red tape to allow you the use of one of it's precious tty's. That
and check with evey other process on the systems that's running and swapping
to see if it's ok to allocate enough swap for you to even initiate a shell.
Well, maybe not exactly, but close enough. :-)
