yeah, my home town school dist has a similar problem... They have *way*
too much money in the "buildings and upkeep" fund but they can't hire
teachers or buy textbooks or electricity for their buildings which are
beautiful and numerous... If they could just rearrange their own money
they'd be doing really well... Gee, thanks Mr. Owens.
