The file you want is /etc/lprng/lpd.perms on both boxes.   It should 
have all these uncommented:

ACCEPT SERVICE=C SERVER REMOTEUSER=root
ACCEPT SERVICE=C LPC=lpd,status,printcap
REJECT SERVICE=C
ACCEPT SERVICE=M SAMEHOST SAMEUSER
ACCEPT SERVICE=M SERVER REMOTEUSER=root
REJECT SERVICE=M
DEFAULT ACCEPT

Don't forget to '/etc/init.d/lprng restart'.

I also found it easier to define a default printer w/local queue on the 
box(es) without the printer that just raw forwards to the printer box.
