[NCLUG] Update: LPI CertFest canceled

Due to coordination issues beyond Linux ETC's and my control, the
scheduled LPI CertFest that was to be held on 20 August to parallel the
CLUE InstallFest will be canceled.

I would like to thanks those who have emailed me with interest in this
event in advance and extend my sincere apologies for having to once
again cancel this event.
