There was some rumors of something starting several years ago. But I never
heard of a meeting announcement.

You've already picked one! Also Craigslist, because Cheyenne has a military
base, and therefore a fairly transient technical population. Craigslist is
nationally known.

The local newspaper will have an events section. Also local radio. And
posters at the likely spots.

Consistency in location and date are important. An active mailing list and
irc channel are helpful.

Good presenters can really bring in attendees. 

An installfest in a more public place (shopping mall, school) can be a good
source of publicity.

Inconsistency in location and day of month. Every switch loses regular
attendees who didn't get the memo.

The more LUGs the better!

Hacking society, which is more social and occurs more frequently, can be a nice add-on to a LUG.
