Yeah.  Unfortunately, phone lines cost money, particularly for
businesses...  A pair of ISDN lines to make a 128kbps connection on costs
an ISP around $100 per month just for the lines.  That doesn't cover
bandwidth costs, equipment, etc...

If you soak up a phone line 24x7 for $20 a month, you should feel bad.  ;-/
