Is it possible you are misreading the listed PCIe port's error
containment capabilities report as an actual error here?

Some basic background data that will help us dig in:

* What kernel is this? (Yes, it is clearly Linux. What version?
  Distro kernel? Or one you have built yourself?)
* What OS is this? (If you just say "Linux" I will have a fit. What
  distribution?)
* What motherboard is this?
* Are there any available motherboard firmware updates outstanding?
* What is your uptime?
* What is the output of /usr/bin/lspci?
* Do those messages repeat in the kernel log? Or are they instead
  just the output of the PCIe bus enumeration process at boot time?
